Why does reconfiguration through a non-JTAG source fail after first programming via JTAG in Intel® Stratix® 10 device?

    Description

    Due to a problem starting with the Intel® Quartus® Prime Pro Edition Software version 18.0,  if your Intel® Stratix® 10 device is first configured via JTAG, you cannot subsequently reconfigure via a non-JTAG source. 

    Resolution

    To work around this problem, power cycle your Intel® Stratix® 10 device if the failure occurs.

    This problem is fixed starting in Intel® Quartus® Prime Software v19.1.
