Description
The Quartus® II software versions through 10.0 SP1 do not implement the Tri Primitive for the pins interfacing with flash memory device such as flash_addr[*] when the option bus pins to tri-state when not in use in the Parallel Flash Loader megafunction is enabled.
Resolution
Use the Quartus II software version 10.1 and later.
