What is the status of the I/O pins on an unprogrammed, ISP-capable MAX® 7000S or MAX 9000 device?

Description MAX® 7000S and MAX 9000 devices are shipped blank from the factory. When a blank device is powered up, all I/O pins are tri-stated. For ISP-capable devices, the state of the I/O pins is important because you may solder blank devices onto a printed circuit board (PCB) and then program the devices later in the manufacturing flow. By tri-stating the I/O pins, Altera ensures that the I/O pins of blank devices do not cause a conflict on the PCB.
