Is it possible to create a binary file for the UFM and CFM in Intel® MAX® 10 devices, which contains both .sof and .hex data? 

To create a binary file for the UFM and CFM in Intel® MAX® 10 devices, which contains both .sof and .hex data, do the following : 

1. Open the Convert Programming Files utility in Intel Quartus® Prime software.
2. Chhose programming file type: *.pof
3. Choose internal configuration  (mode)
4. Click on SOF data (Input files to convert)---> Add SOF file 
5. Click on Options/Boot info
6. Choose in UFM source --> load memory file (in file path choose hex file that you want) , click OK.
7. In Remote/Local update difference file options choose ----> Create config data RPD
8. Click Generate

This will generate one rpd file that contains data for both UFM & CFM and separate files for each.
