3. M20K functional errors in Partial Reconfiguration Regions, after partial reconfiguration on Intel Agilex devices.  

4. HPS boot instability or unexpected functional failures due to memory corruption because of erroneously disabled HPS RAM repair functionality.

This patch has 2 fixes:
1. Agilex CvP Update failure after accessing QSPI via Mailbox Client IP.
2. Incorrect PMBus frequency and duty cycle in the first configuration cycle after power up in AS configuration mode, and PCIe/Ethernet functional failure after configuration. The impacted device is AGF 019/023.
