Description:
This patch resolves the issue of not being able to open EMIF IP
generated in older versions of Quartus in Quartus 17.0.2, Standard
Edition.

Caution - You must either have previously installed the
          Quartus Prime 17.0.2 software or must
          install the Quartus Prime 17.0.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
